Indian government paramilitary officers are gearing up for a major operation to clear and hold areas with 70 thousand troops. In follow on operations, they hope to build economic capacity and bring the people of the region on line into the global system.
Unfortunately, this Lord of the Rings strategy (a major and epic battle to end conflict), does not address the core problems that the Naxals exploit. In fact, the casualties that a military offensive will generate will actually just exacerbate the situation.
The correct way to compete with the keystone Naxal platform (the set of violent services that enable and drive the black market in affected areas) is not escalation but rather to focus on mitigation by participating and shifting the black market.
